From 2027 every kindergarten in Kazakhstan, state and private alike, becomes subject to mandatory licensing. The Ministry of Education has stated that its data do not confirm predictions that up to half of private kindergartens could close.
Under the new rules licensing is phased in according to readiness. Ministry of Education figures indicate that 96% of private preschool organisations already meet the requirements for the state educational order. Providers have voiced concern. Inbusiness.kz, on 8 May 2026, identified the 1 January 2027 licensing deadline and a minimum five-year premises tenure requirement as the principal difficulty for provider associations. 24.kz, on 13 May 2026, reported entrepreneurs’ concerns about the new rules.
For the Asyl Urpaq association this is the issue that gives the tasks in its concept their practical meaning. Among the SRO services the concept lists explicitly: organising the collection of documents for licences and other permits, support in finding and selecting buildings and premises for opening a preschool, and legal support for members including the defence of their rights during inspections.
