The Law of 27 December 2019 No. 293-VI applies to teachers in preschool education organisations alongside schools. It sets teaching-load norms, leave entitlements and protection from inspections.
The law entered into force on 6 January 2020. It applies equally to teachers in preschool education organisations, schools, technical and vocational education organisations and additional-education organisations. The point is worth making explicitly: preschool educators receive the full set of statutory guarantees.
The principal guarantees: a weekly teaching-load norm of 24 hours for preschool teachers (16 in secondary education, 18 in additional education and specialised organisations); 56 calendar days of paid annual leave; and prohibitions on assigning work unrelated to professional duties, demanding undocumented reporting, conducting unauthorised inspections, and requiring paper and electronic records to be kept simultaneously.
Material guarantees are also provided: salary supplements of 17 MCI for a PhD or doctorate and 10 MCI for a pedagogical master’s degree; a mentoring allowance; priority kindergarten placement for teachers’ own children; and housing support, particularly in rural areas.
Among the association’s tasks, the concept names legal support for members explicitly, including advice and services defending their rights in court and during inspections. Knowing that the law covers preschool educators is the precondition for using that protection in practice.
