The Concept approved by Government Resolution No. 249 of 28 March 2023 targets 100% coverage of children aged 2 to 6 with quality preschool education by 2028. The 2022 baseline was 89.4%.
As amended by Resolution No. 465 of 13 June 2024, the Concept sets annual milestones: 2023 — 90.2%; 2024 — 92.5%; 2025 — 95%; 2026 — 97.5%; 2027 — 99%; 2028 — 100%; 2029 — 100%.
One target deserves separate mention for the private sector: the "share of preschool organisations meeting the criteria for assessing the quality of upbringing and education, irrespective of form of ownership" — 20% in 2023, 50% in 2024, 75% in 2025 and 100% in 2026. This indicator applies directly to private kindergartens.
The 2022 baseline data in the Concept show the sector’s starting point: coverage of children aged 3 to 6 at 98.5%; 11,104 preschool organisations operating at the end of 2022, 454 more than in 2020; 965,204 children enrolled; a waiting list of 289,758 children, down from 446,176 in 2020; and per-child funding rising from 34,000 to 46,000 tenge between 2020 and 2022, doubled for children with special needs.
The goal of 100% coverage by 2028 set out in the Asyl Urpaq concept coincides with this state target. It shows that the association’s work is not a separate initiative but an effort directed at meeting the milestones of state policy.
