Core values of the association
A self-regulatory organisation is a non-commercial body established in one of the legal forms set out in the laws of the Republic of Kazakhstan (association, union, public association or another form).
100% preschool coverage for children
Ensure access to quality preschool programmes for children aged 2 to 6 in every region of Kazakhstan, regardless of where they live, their social situation or developmental needs.
Funding: at least 1–2% of GDP
Raise combined public and private investment in preschool education to 1–2% of gross domestic product, in line with OECD and UNICEF recommendations on sustainable early childhood development.
Inclusion standards in preschool organisations
Build a system that applies inclusive education principles across all preschools: access for children with special educational needs and diversity in the learning environment.
