Association services: fourteen kinds of support for preschools

The concept lists the services the SRO provides. They address the concrete obstacles in a kindergarten director’s working week: documents, licences, equipment, premises, reporting, expert review.

The first group covers relationships and finance: consulting on government relations and investor relations; preparing documents for public-private partnership projects; drafting applications for international grants; and preparing the paperwork for acquiring education franchises.

The second group covers permits and infrastructure: organising the collection of documents for licences and other permits issued by state bodies and international organisations; support in finding and selecting buildings and premises for opening a preschool; and selecting the equipment a preschool needs.

The third group covers analysis and expertise: market research; preparing and maintaining all forms of reporting; expert opinions and assessments; regulatory impact assessment; staff recruitment; and running a contact centre for partner networks and consortia of preschool organisations.

Read as a list, one pattern stands out: every item is work that is hard for a single kindergarten to do alone but cheaper to do together. That is the economic logic of self-regulation.
