The concept sets four specific membership requirements and defines the admission procedure. These are not paperwork — they are the basis of the trust the association lends its members.
Under the Law on Self-Regulation, members may be legal entities that hold a licence for educational activity in preschool education; comply with Kazakhstan’s statutory requirements for the sector; have no arrears on taxes or other obligatory payments to the budget; and whose directors and founders have no unexpunged criminal record.
Individuals working in preschool education may also be members. That is an important nuance: the association is designed to bring together a professional community, not only institutions.
Admission has two steps. First, the applicant submits an application together with documents confirming compliance with the requirements of Kazakhstani law and of the SRO. Second, the SRO’s collegial governing body decides on admission, having reviewed both the documents and the applicant’s track record.
