On 30 April 2025 the Ministry of Education of the Republic of Kazakhstan, together with the Atameken National Chamber of Entrepreneurs and the association of individual entrepreneurs and legal entities “Self-Regulatory Organisation Asyl Urpaq Association”, held the Founding Congress of the self-regulatory organisation (SRO).
The aim of the Congress was to develop common decisions on establishing a self-regulatory organisation of private preschool organisations, in order to raise the quality of the services they provide.

The event is a landmark for the country's preschool education system, aimed at establishing the governing bodies and structure of the SRO and at defining the mechanisms for working with key stakeholders.
The Congress was attended by representatives of the Ministry of Education and other state bodies, the Atameken National Chamber of Entrepreneurs, public and international organisations (UNICEF, the United Nations Children's Fund in Kazakhstan, and UNESCO, the United Nations Educational, Scientific and Cultural Organization), the founders of the SRO, education experts and the media.

The Congress was held in a hybrid format, allowing both offline (70 people) and online (more than 1,000 participants) attendance so as to reach industry representatives from every region of Kazakhstan.

The Founding Congress became an important platform for consolidating efforts to develop the preschool education system and will define the SRO's strategic directions for the near future.
